Federal Government Freezes Bank Accounts Of Simon Ekpa, 16 Others Over Terrorism Financing

Simon Ekpa, a self-proclaimed leader of the proscribed Indigenous People of Biafra (IPOB), was among those named in the sanctions list.

Abuja, Nigeria The federal government has officially frozen the bank accounts of Simon Ekpa and 16 others after designating them as terrorism financiers on the Nigeria Sanctions List.

The decision, made on Thursday during a meeting of the Nigeria Sanctions Committee in Abuja, follows recommendations from security agencies.

Government documents reveal that the move aligns with Section 54 of the Terrorism (Prevention and Prohibition) Act, 2022.

According to the Nigerian Financial Intelligence Unit, the Attorney-General of the Federation, with presidential approval, authorized the immediate freezing of all funds, assets, and economic resources belonging to the designated individuals and entities.

“The committee is required to identify and freeze, without prior notice, all assets linked to these individuals and report the same to the Sanctions Committee,” the unit stated.

It added that the freezing measures extend to all accounts associated with the sanctioned entities, including those held by their directors and signatories.

Among those listed is Simon Ekpa Njoku, whose accounts with Guaranty Trust Bank (GTBank) – 0118835791, 0115442299, and 0115442275 – have been flagged for immediate restriction.

“(c) immediately file a Suspicious Transactions Report to the NFIU for further analysis on the financial activities of such an individual or entity; and

“(d) report as a Suspicious Transactions Report to the NFIU, all cases of name matching in financial transactions prior to or after receipt of this List.”

The government document  explained that the freezing obligation required above shall extend to (a) all funds or other assets that are owned or controlled by the designated persons and entities, and not only those that are tied to a particular act, plot, or threat of terrorism or terrorism financing.

According to the document,  “(b) those funds or other assets that are wholly or jointly owned or controlled, directly or indirectly, by designated persons or entities.

“(c) the funds or other assets derived or generated from funds or other assets owned or controlled directly or indirectly by designated persons or entities; and

“(d) funds or other assets of persons and entities acting on behalf of, or at the direction of designated persons or entities. A report of your compliance with this requirement may be sent to: [email protected], [email protected].,” the document said
